Total Exploration and Development Uganda Limited (TEPU), CNOOC Uganda Limited (CUL) and the Government of Uganda have discovered crude oil in the Lake Albert area and want to develop and build an oil pipeline to connect production from the Kingfisher area to Buliisa-Nwoya area of crude oil is exported to the international market.

The East African Crude Oil Pipeline (EACOP) project is part of the Lake Albert Development Project, a 1,443-kilometer transnational long-distance pipeline development project that can transport crude oil from Uganda to Tanga Port on the east coast of Tanzania.

The EACOP system is divided into three components, above ground installations (AGIs), pipelines and offshore storage terminals (MST). The above ground installation (AGI) consists of 6 pumping stations (PS-1 to PS-6) and 2 pressure reducing stations (PRS-1 and PRS-2) along the pipeline route.

The pipeline consists of 1,443 kilometers of 24-inch continuous heated export pipelines, connecting the Kabaale hub pumping station (PS-1) in the Hoima region of Uganda and the Tanga region storage reservoir in Tanzania. The pipeline includes all intermediate valve chambers , electric heat tracing (EHT) systems, high voltage distribution (HV) and fiber optic (FO) cables and related equipment, as well as the EHT substation.

Job Description:

The Security Coordinator shall:

  1. Coordinate and control related site’s security activities, assign security tasks to CPP Security Supervisor for a site or an activity such as camps, yards, plants, residential compounds, and convoys.
  2. Coordinate a daily static briefing; the aim being to ensure security team is adequately prepared and resourced for the work’s task and subsequently to ensure a managed close out to day and receipt of any operational updates that could affect next day’s task.
  3. Liaise and communicate with the CPP Lot Security Leader to provide support and resources for the implementation of the security plans. Address Lot Security Leader for additional resources if so required, should the need for an escalation of resources be required to offset the risk.
  4. Act as the Site Security focal point for external and internal communications to Security personnel. Contact COMPANY R3 Manager to call on GSF in the event of an emergency.
  5. As part of the daily brief and according to a matrix provide the security team with daily security alerts. 
  6. Ensure a regular training routine takes place for team members, in order to mitigate risks for construction period.
  7. Set up relevant LOT Security Supervisor of each MCPY&PPL and LOT Security Supervisor of each AGI to supervise each site.
  8. Assist in the coordination of Emergency Response
  9. Assign security tasks to Security Supervisor for all LOT sites or an activity such as MCPY, PPL, AGI yards, plants, residential compounds, and convoys.
  10. Maintain and register security all matters in the Data storage sharing platform for each site location.
  11. Assist in the coordination of all Emergency Responses.
  12. Assist the LOT Security Leader in maintaining the security event register and investigating the cause of any accidents.
  13. Make sure the workforce complies with the site security plan accurately.
  14. Collect LOT section team members’ POB and report to the LOT Security Leader.

Job Requirements:

  1. Proven experience in security coordination, preferably in the extractives sector.
  2. Strong knowledge of security protocols, risk management strategies, and emergency response procedures.
  3. Excellent communication skills, both written and verbal.
  4. Ability to lead and motivate a team while maintaining a proactive and solution-oriented approach.
  5. Proficiency in using data storage sharing platforms and incident reporting tools.
  6. Familiarity with local law enforcement agencies and emergency response systems.
  7. Strong organizational skills and attention to detail.
  8. Ability to work well under pressure and make informed decisions in time-sensitive situations.
  9. Hold a valid Tanzania driver’s license.
  10. Criminal background check.
  11. Unquestionable integrity
